its more expensive on Friday and Saturday night, at least where i am. the last time i went on a Saturday for 2 games + shoe rental it was close to $20. on a weekday the same thing is like $12-$15.

According to the ordinance, violators on their first offense will be given a written warning notice

so the only way you can possibly get "6 months in jail for giving somebody a straw" is if you did it once, got warned and then blatantly chose to ignore the law.

but larger industry trends, which you seem to be asking about, generally follow the statistics/numbers/etc. if analysts identified that using minorities in lead roles was hurting their bottom line, the industry will respond accordingly.
