In Japan, prosecution for a crime doesn't happen unless there's a near garanantee that the prosecutor will get a conviction. (See: Japan's 95% conviction rate.) Since sex crimes are genuinely hard to prove (in the west, they only have a 50% conviction rate), it's pretty clear Japan is going to have a much lower official sex crime rate, that is misleading. That doesn't mean that I think it's secretly filled to the brim with rapists. I don't even think its rates are as high as Western countries...
