I think the dumbest thing was that the only thing stopping Orm from wiping out the surface while Arthur did his whole hero's quest thing was a million year old piece of legislation. That wasn't just it was it? I figured he needed ALL the forces of the ocean to challenge the surface and also he risked a counter-attack or interference if he entered a war without the backing of the other kingdoms.
