Bruh have you ever even lived in a super poor community? 6 is exaggerating but I see soooooooo many women with no jobs and 2 - 3 kids getting their food paid for, their monthly rent paid for, and getting child support on top of all that. This, redundant jargon, definitely happens but I'd say it's less motivated than you are suggesting. There's just a large amount of literature, and people are forced to be pidgenholed into one subfield. So when a related subfield finds some phenomenon, people in other fields are unlikely to actually read it or be aware of it.

Reading scientific papers is definitely a learned skill. Also, skill transfer is only partial, start reading in a different field and your rate of reading and understanding plummets again.

There's an interesting paper that pretty convincingly shows that not only the amount of jargon has increased over the years, but the complexity of the general language has increased too.
