so is the Doc Light hologram sentient or...

My interpretation is that Dr. Light created a backup hardlight hologram of himself to continue working following his death. This hologram watches and creates the armor capsules which are then distributed by his robots.

Whereas Dr. Wily converted his memories into a transferable AI that can move from Reploid to Reploid.

Initially yes. Like most cartoons back then the concept was to sell toys. Many of the Transformers figures from 1984 and 1985 were beginning to leave shelves and so their characters were written out and replaced by new ones which transitioned into Season 3 of the cartoon.

The flim also had a number of celebrities in roles among the regular cast. Leonard Nimoy, Orson Welles (in his final role), Judd Nelson, Eric Idle, Robert Stack, John Moschitta and more.
