Like 99.9% of the time there is a tornado watch doesn't mean you will be hit by a tornado, but still these are peoples lives we are talking about and they should be cared for with any precaution necessary.Or buildings need tornado safe areas in their buildings where employees go in the event of a real threat of a tornado.
