The joke looks like a pun to me. I would not make the joke myself because I'm an adult and have some life experience. I apparently do not have enough to stay away from full throttle topics!

It's literally a joke in the form of those "I can't breathe" memes racists make on the internet. "I can't breathe" became a rallying cry against racist police brutality, and the jokes around it are absolutely making fun of it.

the reason it's insensitive is because george flloyd, to many people, is sort of a symbol of "we don't feel safe in this country. we feel we are in danger if cops ever talk to us", and joking about something that makes people feel that level of pain is probably not a good idea (depends on audience! some audiences may be cool with this, but this is pretty public)

and since the reason its insensitive is directly tied to a racial dynamic, i feel that justifies the term "racially insensitive", which is a different term than "racist" and can apply regardless of intent

I think i see the confusion. I don't think it's making fun of George floyd. It doesn't say he's a bad person, or deserved to die, or anything like that. It's just saying that he died.

It's certainly insensitive to his friends, family, and other people that feel real emotions about his death

No, they aren't. They pick up a lot of things from their parents. This girl likely picked up her casual racism from her parents, who probably mocked George Floyd's death themselves. She probably thought it was okay because her parents did it. That doesn't make this 'not racist'. And she should absolutely face consequences for her actions.
