Laziest dog is probably the Basset hound.

i had a basset for 16 years, little fucker loved to run around. he had an annoying habit of bolting out an open door and playing an hour long game of keep away where he ran large circles around you and was impossible to catch. i walked him at least a mile each day, which was really a light jog for him, and he loved it.

you want a lazy dog, get a whippet. they love to run, but only for like 5 minutes. i generally just throw a ball in my yard and let him chase it. he'll spend the next 8 hours passed out.
