Add in that over 10% of the population is confirmed to have gotten covid naturally (and many more probably got it and didn't test for it) and it's clear there just aren't the numbers to reach the same heights as last year. We also have contract deadlines for Pfizer and Moderna for end of March, June and September, at which point there will be enough for everyone even if nothing else gets approved (assuming they honor the contract).
