Abstaining from sexual activity is a surefire way to prevent pregnancy and avoid sexually transmitted diseases. But programs advocating abstinence often fail to prevent young people from having sex, researchers write in the September issue of the Journal of Adolescent Health.

Such programs, sometimes referred to as "abstinence only until marriage" programs, typically advocate monogamous, heterosexual marriage as the only appropriate context for sexual intercourse and as the only certain way to avoid unwanted pregnancies and sexually transmitted diseases.

That's "not just unrealistic, but it leaves our young people without the information and skills that they need," said Laura Lindberg, a coauthor of the report and a research scientist at the Guttmacher Institute, a reproductive health research group that supports abortion rights. "We fail our young people when we don't provide them with complete and medically accurate information."

The analysis confirms previous public health findings that abstinence-only education programs don't succeed in reducing rates of teen pregnancies or STDs. Moreover, public health data indicate that such programs "have little demonstrated efficacy in helping adolescents to delay intercourse," the authors write.

When American teens do begin having sex, they may fail to use condoms or other forms of contraception, unlike their peers in other countries who have routine access to contraceptive education and counseling, the report suggests.

Promoting abstinence until marriage as the only legitimate option for young people "violates medical ethics and harms young people," Lindberg says, because such programs generally withhold information about pregnancy and STD prevention and overstate the risk of contraceptive failure.

Using the most recent national data (2005) from all U.S. states with information on sex education laws or policies (N = 48), we show that increasing emphasis on abstinence education is positively correlated with teenage pregnancy and birth rates. This trend remains significant after accounting for socioeconomic status, teen educational attainment, ethnic composition of the teen population, and availability of Medicaid waivers for family planning services in each state. These data show clearly that abstinence-only education as a state policy is ineffective in preventing teenage pregnancy and may actually be contributing to the high teenage pregnancy rates in the U.S.

Oklahoma teachers are fed up with state lawmakers. A public school teacher in Stillwater created the Facebook group "Oklahoma Teacher Walkout - The Time is Now!" two days ago, and it has already gained more than 20,000 members.

Today, teachers gathered in Moore to discuss the possible statewide strike.

"Frustration levels are high, so a strike is not a touchy word anymore," said Molly Jaynes, a teacher in Oklahoma City.

"'Strike' is a big word, but I think it's necessary for Oklahoma," said Chloe Prochaska, a teacher in Mustang.

"We are to the point where we have no other option," said Heather Reed, a teacher in Oklahoma City.

Fed up with a legislature seemingly mired in quicksand, teachers from Oklahoma City, Mustang and Tulsa, just to name a few, are laying the groundwork for a statewide strike.

"I don't think we have a choice. How long can we keep sicking out?" said Tulsa teacher Larry Cagle.

"I think we have surpassed the point of conversations, and I don't think that there's anything the legislators have provided us recently to give us any sort of hope that they're going to take actual actions this time," said Jaynes.

As for when it might take place?

"If we do it the first week of April, that would be during standardized state testing, which would be a great time to say, 'Hey, we're going on strike, and we're not going to give these tests,'" said Prochaska.

One test organizers will face is ensuring that there's enough participation in order to make a politically strong statement.

"I know of one group that has, it started a couple days ago, and it had a couple hundred and now it has over 20,000, so this is definitely something that seems like it's going to happen," said Jaynes.

A storm is on the horizon, with teachers already bracing for possible repercussions.

"If we strike, I double dare you to fire us. We'll just go to Texas; they're looking for new teachers," said Cagle.

One by one.

That's how Philando Castile, who was killed by a police officer during a 2016 traffic stop, used to help kids who couldn't afford lunch. The school nutrition supervisor would dip into his pocket and pay the bill.

Now a charity run in his name has multiplied his mission by thousands, wiping out the lunch debt of every student at all 56 schools in Minnesota's St. Paul Public Schools, where Castile worked.

"That means that no parent of the 37,000 kids who eat meals at school need worry about how to pay that overdue debt," according to a post at the YouCaring fundraising page Philando Feeds the Children. "Philando is STILL reaching into his pocket, and helping a kid out. One by one."

Pam Fergus, the Metro State University educator who runs the fund with her students, dropped off a check for about $35,000 this week at the school district's office, she told CNN.

The money will clear every cent families owe for school lunches. That's important because until the debt is paid, students' caregivers cannot submit paperwork to request free to reduced-price lunches, based on need, Fergus said.

"They just keep accruing the debt, every day getting (further and further) into debt," she said, adding that some families owed as much as $1,000.

'The pocket's gotten pretty deep'
Even after a dramatic expansion of lunch subsidy programs, many students cannot afford -- or don't know about -- reduced-price lunches. And when students can't pay, many districts often give them cold sandwiches in lieu of their peers' hot meals. Some schools deny them any lunch at all.

The Philando fund has far surpassed its $5,000 goal. It stood at $107,000 before this week's check cleared, with about 3,000 donations ranging from $1.50 to $1,000 each.

"The pocket's gotten pretty deep," Fergus said.

In an open letter to Castile in December, when the kitty hit six figures -- just 124 days after it launched -- Fergus vowed to "continue to honor your integrity and spirit."

"Across the country, people are discussing 'lunch-shaming,' " she wrote. "We are discussing the embarrassment a child suffers when parents cannot afford lunch. Your spirit is moving to change that issue."

As for a new goal, Fergus hopes the charity campaign ends only when no family struggles to pay for school lunch and when Castile's legacy of love -- rather than his violent death, the aftermath of which was broadcast in real time by his girlfriend on Facebook Live -- becomes the first thing people think about when they hear his name, she said.

"I don't know how much it would take to help the whole state of Minnesota," Fergus said. "There is no end goal. Basically, I want a million bucks in there."

The Trump administration has adopted a new strategy for how it issues tens of millions of dollars in federal family-planning grants, giving preference to groups that stress abstinence and making it harder for Planned Parenthood to do business.

Major reproductive health organizations are voicing serious concerns about changes that the president of the American College of Obstetricians and Gynecologists on Monday described as turning back the clock on womens health.

Dr. Haywood Brown depicted the shift as part of the administrations continued move away from scientific, evidence-based policies and toward unscientific ideologies.

The catalyst for the criticism was an announcement Friday by the Department of Health and Human Services of its guidelines and priorities for the next round of Title X grant applications, projected to total about $260 million.

The new HHS document makes repeated favorable mention of natural family planning which encompasses the rhythm method and other strategies for avoiding pregnancy without using contraceptives like the birth-control pill. According to HHS, of 100 couples each year that use natural family planning methods, up to 25 women may become pregnant.

Planned Parenthood, which currently serves about 1.6 million of the 4 million beneficiaries of Title X, expressed concern that the guidelines were crafted to reduce or eliminate its role in the program.

It reads as them trying to stack the deck against any specialized reproductive health provider, said Planned Parenthood spokeswoman Erica Sackin.

Planned Parenthood has been the target of repeated attempts by the administration and congressional Republicans to cut off its federal funding and weaken its nationwide operations because it provides abortions.

For example, President Donald Trump signed last year a bill lifting protections established under President Barack Obama and giving states the option of blocking Title X funding to Planned Parenthood. Some conservative states like Arizona took steps to cut off that funding after the Trump-signed measure became law.

The organization says abortions make up only 3 percent of its business, with the bulk of its services focusing on birth control, screening for sexually transmitted diseases and cancer prevention.

Valerie Huber, who oversees the Title X office at HHS, said Planned Parenthood was eligible to apply for the new round of grants.

Its impossible to speculate whos going to get funded, Huber said. An objective grant committee looks at every proposal.

Before joining HHS, Huber headed Ascend, an advocacy group previously called the National Abstinence Education Association.

That organization opposes comprehensive sex education and advocates that adolescents be urged to practice sexual risk avoidance a concept promoted in the new guidelines.

The administration says it will favor programs for adolescents that that do not normalize sexual risk behaviors, but instead clearly communicate the research-informed benefits of delaying sex or returning to a sexually risk-free status.

Asked if organizations receiving grants would be required to counsel adolescents in this manner, Huber replied, It is encouraged.

An embattled Schenectady police lieutenant who was suspended two years ago for his role in splitting open the head of a woman in police custody showed a photo of her injuries to other high-ranking police officers and boasted "this is what happens when someone hits one of my men," according to an internal affairs report of the incident.

The woman's head was split open when she was picked up and slammed down onto a station bench by two officers, and then charged with a crime that portrayed her as the aggressor. One of the officers, Andrew MacDonald, was identified in court filings last year.

But the identity of the second officer, Lt. Mark McCracken, who showed other officers a photo of her head injuries, was confirmed late Friday when records from the internal affairs investigation were filed in U.S. District Court as part of a civil rights lawsuit filed by the female victim, Nicola Cottone.

Police officials last year confirmed McCracken had been suspended five days for the incident but would not confirm why or say whether he was involved in injuring Cottone. It's unclear whether MacDonald had faced any discipline.

The internal affairs report filed in federal court characterized McCracken's actions as "egregious" and accused him of using excessive force. The investigation found that McCracken took a photo of Cottone's blood-spattered head and showed it off to multiple officers, including an assistant chief and a lieutenant.

The lieutenant, Jim Sanders, told internal affairs that McCracken had made the statement "this is what happens when someone hits one of my men."

The internal affairs report summarized the encounter as follows: "(McCracken) pulling and swinging the feet out from (Cottone) while she was handcuffed caused (Cottone) to sustain the laceration to her head. ... After the initial altercation (McCracken) hoists (Cottone) off of the bench and into the air by only her arms, which are still cuffed behind her back. He then carries her in this position out of the muster room and drops her onto her feet in the hallway in front of the Sergeants desk. These actions are egregious and placed (Cottone) at risk of injury. These techniques are not taught in training. A common technique used in this type of circumstance is a bar hammer or something similar. This use of force was excessive."

Cottone was taken into custody by police on a warrant from another municipality that charged her with petit larceny. The federal complaint said she was suffering from "emotional impairment" when police brought her to the station on Sept. 13, 2016.

Cottone's hands were cuffed behind her back when the incident took place in a room that's known as the "muster room" and is normally used for roll call and not where people in custody are held. Security cameras captured the incident that was witnessed by several officers who were a mix of uniformed and plainclothes detectives, according to video footage of the incident obtained previously by the Times Union.

The complaint alleges that police falsely charged her with trying to kick one of the officers "to conceal the actions of the police officers."

Two cameras that captured footage of the incident did not have an audio feed. One of the tapes showed her acting agitated and talking constantly to officers who were in and out of the room where she was sitting on a bench.

That video also showed two officers rush toward Cottone who stood up as the officers grabbed her, lifted her up and then slammed her onto the bench. Blood streamed down the bench and onto the floor of the room as the officers quickly lifted Cottone and dragged her to the doorway, where she was placed on the floor of a hallway for more than 20 minutes. Several officers looked on.

Child marriage is legal in some circumstances in almost every state in the U.S. Though nearly every state has laws barring children under 18 from marrying, there are ways to get exemptions -- for example, by asking for judicial consent or presenting parents' permission, according to the Pew Research Center.

In 27 states, the law does not specify any minimum age below which a child cannot marry, according to Unchained At Last.

Helping children in forced marriages is murky territory for activists and social workers. A child who leaves home under the age of 18 is considered a runaway, meaning that social service organizations and shelters could face legal action for helping them.
