He could easily just handwave advanced stuff away, but he just has to try to justify it in the dumbest possible ways (Magneto is so powerful that he can magnetize wood; Hulk can double-jump because his legs are powerful enough to push off thin air; Iron Mans entire power source is transistors.) There is no objective best person for most jobs. Either black people are dumb or worse than white people in some way when it comes to education, or there is something that we as a society are doing wrong. Some flaw that disadvantages black people as a whole. The specific way you framed this makes it kind of both I think. Black kids lag behind other races in education because they disproportionately live in poorer areas, which have poorer public education. Its a REALLY vicious cycle.
