You can steal a Reba II from the idiot in Salem (?) and there's a fixed combat rifle spawn atop Mahkra Fishpacking. Get there in the early game -- I like swimming with AquaBoy/AquaGirl or whatever -- and boom, you're golden. You can also kill mercs outside Parsons Insane Asylum stealthfully for combat rifle ammo.

got a specific build outline or should i hit google? I've never actually done stealth in Fallout.

I'm visiting relatives right now, so I don't have the game in front of me. You'd generally want perks that increase rifle damage (duh), the one that improves sneak crits to x2.5 (I think it's in the luck category or something), and since rifles are heavy, maybe something that mitigates that in Strength. IIRC, top-of-the-line rifle mods usually require max crafting skills (Science, etc.) Of course, you want general sneaking skills as well.

Far Harbor's pretty enjoyable, at least compared to the other DLC. You can go right to Acadia and buy a Two Shot lever-action rifle for fun sneak crits. Loved that thing.
