Abolishing the child welfare system is a bold demand. After all, dont CPS agencies save children from abuse? Who would protect them if those agencies no longer exist?

While CPS does intervene in cases of physical and sexual abuse, the vast majority of children involved in substantiated child welfare investigations 76 percent in 2021 experienced neglect, a catch-all term for children who arent getting their basic needs met, from going hungry to being picked up late from school. Underlying many neglect allegations is the fundamental problem of poverty. But when CPS intervenes in the lives of struggling families, it rarely addresses that root cause in helpful ways, such as helping families find stable housing. What support the agencies do provide, advocates say, is often coercive such as mandating parents, under the threat of losing their kids, undertake an exhaustive tally of classes, drug tests and meetings that, for poor parents juggling work and childcare, are very difficult to complete. In some places like Colorados Adams County, where Vanessa Peoples lives parents have to pay for the services theyre made to undergo.

CPS also operates as a fundamentally racist system, according to decades of research. A 2021 review of 37 studies found that Black children are disproportionately impacted every step of the way: Theyre more likely to have their families investigated for abuse, more likely to have those allegations substantiated, and more likely to be removed to foster care. Once in the system, they spend more time there than others, are less likely to be reunified with their parents and less likely to be adopted out. One large study found that 53 percent of Black children nationwide experience a CPS investigation during their childhoods. Black and Indigenous parents are also statistically more likely to be poor, and families in poor and non-white neighborhoods are reported to CPS at much higher rates than those from wealthier, whiter homes.

For decades, these problems led to calls to reform the system. After Dorothy Roberts released Shattered Bonds in 2001, she served on a task force established as part of the settlement of a case against Washington states child welfare system, for inflicting emotional and psychological harm on foster youth shuffled from home to home. Nearly a decade later, the task force disbanded, having achieved few of its goals. Roberts came to believe that the small fixes theyd managed to make such as better protocols for keeping siblings together and moving children around fewer times only tweaked a system that was inherently racist and fundamentally flawed.

RECENTLY, A STARTLING piece of information came to light in the ongoing antitrust case against Google. During one employees testimony, a key exhibit momentarily flashed on a projector. In the mostly closed trial, spectators like myself have only a few seconds to scribble down the contents of exhibits shown during public questioning. Thus far, witnesses had dropped breadcrumbs hinting at the extent of Googles drive to boost profits: a highly confidential effort called Project Mercury, urgent missives to shake the sofa cushions to generate more advertising revenue on the search engine results page (SERP), distressed emails about the sustained decline in the ad-triggering searches that generate most of Googles money, recollections of how the executive team has long insisted that obscene corporate profit equals consumer good. Now, the projector screen showed an internal Google slide about changes to its search algorithm.

I was attending the trial out of long-standing professional interest. I had previously battled Googles legal team while at the Federal Trade Commission, and I advocated around the world for search engine competition as an executive for DuckDuckGo. Im all too familiar with Googles secret games and word play. With the trial practically in my backyard, I couldnt stay away from the drama.

This onscreen Google slide had to do with a semantic matching overhaul to its SERP algorithm. When you enter a query, you might expect a search engine to incorporate synonyms into the algorithm as well as text phrase pairings in natural language processing. But this overhaul went further, actually altering queries to generate more commercial results.

There have long been suspicions that the search giant manipulates ad prices, and now its clear that Google treats consumers with the same disdain. The 10 blue links, or organic results, which Google has always claimed to be sacrosanct, are just another vector for Google greediness, camouflaged in the companys kindergarten colors.

Google likely alters queries billions of times a day in trillions of different variations. Heres how it works. Say you search for childrens clothing. Google converts it, without your knowledge, to a search for NIKOLAI-brand kidswear, making a behind-the-scenes substitution of your actual query with a different query that just happens to generate more money for the company, and will generate results you werent searching for at all. Its not possible for you to opt out of the substitution. If you dont get the results you want, and you try to refine your query, you are wasting your time. This is a twisted shopping mall you cant escape.

Why would Google want to do this? First, the generated results to the latter query are more likely to be shopping-oriented, triggering your subsequent behavior much like the candy display at a grocery stores checkout. Second, that latter query will automatically generate the keyword ads placed on the search engine results page by stores like TJ Maxx, which pay Google every time you click on them. In short, it's a guaranteed way to line Googles pockets.

Its also a guaranteed way to harm everyone except Google. This system reduces search engine quality for users and drives up advertiser expenses. Google can get away with it because these manipulations are imperceptible to the user and advertiser, and the company has effectively captured more than 90 percent market share.

Its unclear how often, or for how long, Google has been doing this, but the machination is clever and ambitious. I have spent decades looking for examples of Google putting its enormous thumb on the scale to censor or amplify certain results, and it hadnt even occurred to me that Google just flat out deletes queries and replaces them with ones that monetize better. Most scams follow an elementary bait-and-switch technique, where the scoundrel lures you in with attractive bait and then, at the right time, switches to a different option. But Google innovated by reversing the scam, first switching your query, then letting you believe you were getting the best search engine results. This is a magic trick that Google could only pull off after monopolizing the search engine market, giving consumers the false impression that it is incomparably great, only because youve grown so accustomed to it.
