A St. Louis County police officer who is the son of a former top St. Louis County official is facing 11 felony charges after police say that he fired shots Sunday at a Halloween event for elementary school students in Kirkwood.
Matthew McCulloch, 39, is charged with five counts of armed criminal action, four counts of first-degree endangering the welfare of a child and one count each of unlawful use of a weapon and first-degree terrorist threat.
McCulloch has been a St. Louis County police officer since 2017 and is also the son of former St. Louis County Prosecutor Robert "Bob" McCulloch. He is also the nephew of St. Charles County Prosecutor Joe McCulloch.
St. Louis County police Chief Kenneth Gregory released a statement Mondaynearly 24 hours after McCulloch's arreststating that the officer had been suspended without pay pending an internal investigation. He was off-duty at the time of the incident.
Court documents summarize the incident as follows:
At around 4:30 p.m. Sunday, McCulloch began harassing people during a trunk-or-treat event for Tillman Elementary students on the North Kirkwood Middle School campus. Hundreds of parents and children were there.
McCulloch "aggressively approached" several attendees and made statements such as "You are all going to die," according to the documents. At one point, he threatened a woman whose husband then pushed him in the chest and shoved him to the ground.
McCulloch fell "while surrounded by hundreds of children, stood up, pulled up his shirt to display a handgun and badge, then began firing his weapon in an upward direction approximately a dozen times while shouting that the attendees would die," according to court documents.
Kirkwood police confirmed McCulloch was there with his family.
Corey Schonhorst was there with his 8-year-old son.
The main crowd had just started to kind of wander in, Schonhorst recalled.
Schonhorst said McCulloch stood in the middle of the crowd in the parking lot.
He held his gun with a menacing grin on his face and a lifeless look in his eyes and fired five shots and waited for the crowd to react. It was complete chaos. One kid had completely run out of his shoes, Schonhorst said.
Schonhorst said it all happened within 45 seconds.
At the time it seemed like eight, nine minutes," he said. "I mean, it was like time stopped. The scariest thing I can really remember is after those parents tackled him to the ground, he was still smiling."
The parents who tackled him took his gun, Schonhorst said.
The fact that hes a police officer really is a pretty scary thought because who do we turn to now to protect our children?" Schonhorst said.
Schonhorst said he can't forget how McCulloch kept smiling through it all.
Even though nobody was hurt, theres going to be an air of trauma that may not come out in some of these kids for years to come, Schonhorst added.

Houston police are investigating the shooting of two juvenile males at 8200 Gulck Lane about 5:50 p.m. on Tuesday (October 10). The suspect, Addrian Nicolas Garcia, 22, is charged with two counts of aggravated assault-serious bodily injury in the 248th State District Court. A booking photo of Garcia is attached to this news release.
The juveniles, 15, were transported to area hospitals in critical but stable conditions.
HPD Major Assaults & Family Violence Division Detective Q. Nguyen reported:
HPD patrol officers responded to a shooting at the above address and found two juveniles had been struck by gunfire. Houston Fire Department paramedics transported the juveniles to the hospital and they are expected to survive their injuries.
The male shooter, later identified as Garcia, remained at the scene. Garcia told investigators the juveniles stole his vehicle from his residence and he was able to locate them at the above address, He stated he shot them during a confrontation.
After further investigation and consulting with the Harris County District Attorneys Office, Garcia was subsequently charged for his role in the incident.

Iffy one. If he was in the car and defending himself then that would be fair. But going after them is risky and he could have just as easily been shot or shot a 3rd party. Did he try to contact the police first? Doesn't say one way or the other.

California Gov. Gavin Newsom rejected a bill on Sunday that would have made free condoms available to all public high school students, arguing it was too expensive for a state with a budget deficit of more than $30 billion.
Legislative staff estimated it would have cost in the low millions of dollars each year. California had about 1.9 million high school students enrolled in more than 4,000 schools last year, according to the California Department of Education.
This bill would create an unfunded mandate to public schools that should be considered in the annual budget process, Newsom wrote in a message explaining why he vetoed the bill, known as Senate bill 541.
The bill is one of hundreds passed by Californias Democratic-dominated state Legislature before lawmakers adjourned last month. Newsom has been signing and vetoing legislation since then, including rejecting bills on Saturday to ban caste-based discrimination, limit the price of insulin and decriminalize possession and use of some hallucinogens.
The bill would have required all public schools that have grades nine through 12 to make condoms available for free to all students. It would have required public schools with grades seven through 12 to allow condoms to be made available as part of educational or public health programs.
And it would have made it illegal for retailers to refuse to sell condoms to youth.
State Sen. Caroline Menjivar, a Democrat from Los Angeles and the author of the bill, had argued the bill would have helped youth who decide to become sexually active to protect themselves and their partners from (sexually transmitted infections), while also removing barriers that potentially shame them and lead to unsafe sex.
Newsom said programs increasing access to condoms are important to supporting improved adolescent sexual health. But he said this bill was one of several measures lawmakers passed this year that, when added together, would add $19 billion in costs to the state budget.
With our state facing continuing economic risk and revenue uncertainty, it is important to remain disciplined when considering bills with significant fiscal implications, such as this measure, Newsom said.

It's set in the comic universe but it's mostly original characters. A few comic characters show up but none of them are the main cast except for the Michonne game where she's the main character.

Former New York City mayor Rudy Giuliani has filed a defamation lawsuit against President Joe Biden, alleging that the commander-in-chief tarnished his "unimpeachable character" by calling him a "Russian pawn" during an October 2020 presidential debate.
In a new lawsuit filed on Wednesday in Merrimack Superior Court in the state of New Hampshire, Giuliani's lawyers contend that Biden defamed Giuliani twice during a televised debate with President Donald Trump on October 22, 2020, when Biden was a candidate seeking the White House.
The lawsuit alleges that at two points during the debate, Biden falsely accused Giuliani of being a "Russian pawn," and dismissed Giuliani's criticisms of his son Hunter's laptop, claiming that the ex-mayor believed "a bunch of garbage."
"Defendant Biden knew that the preceding statement about the laptop and asserting that the Plaintiff lied about the content of the laptop were untrue," the lawsuit contends, while also charging that now-Secretary of State Antony Blinken had sought to discredit Giuliani regarding Hunter Biden's laptop.
The suit argues that Biden's comments have damaged Giuliani's reputation, and continue to do so, preventing him from holding "positions that require credibility, trust, decision-making, and independence."
Giuliani's attorneys then proceeded to list Giuliani's career accomplishments as proof of his positive reputation, referencing his "sterling and unimpeachable character."
Giuliani also pointed to his two terms as New York City's mayor, noting that he has also been called "America's Mayor" a label that some assigned to him after his response to the terrorist attacks on September 11, 2001.
However, in recent years, Giuliani's public actions and statements have been closely tethered to the political fortunes of Trump, who lost the 2020 election to Biden and has baselessly claimed since that he was the true victor of the contest.
In the days and weeks after the 2020 election, Giuliani who at the time was Trump's personal attorney traveled to key swing states that included Arizona and Georgia in an attempt to pressure GOP governors and lawmakers to overturn Biden's respective victories in those states.
Last month, Giuliani was sued by his former attorney for nearly $1.4 million over what he said was money owed after defending the former mayor in election interference probes connected to the 2020 election.
"It's a real shame when lawyers do things like this, and all I will say is that their bill is way in excess to anything approaching legitimate fees," Giuliani told Insider in a statement at the time.
Giuliani once commanded large speaking fees after his years in New York City Hall.
But Giuliani's attorneys in August said that the former mayor was now "having financial difficulties," despite him not disclosing the full extent of his cash flow issues to the court.

There are plenty of details to be determined. Who will own the league? Who will televise the games? How many teams will there be?

A Columbus police officer summoned to a home by a father concerned his 11-year-old daughter was being solicited by an adult man repeatedly asserted that the girl could face charges for sending explicit images of herself.
Body camera footage obtained by The Associated Press showed the Sept. 15 interaction between the father and two officers. The father angrily closed the door after one of the officers told him his daughter could face charges for producing or recording child sexual abuse images despite being a victim.
The parent posted to TikTok a now-viral security video of the conversation, which has generated widespread criticism of the polices response.
The officers conduct is being investigated, as well as any crime that may have been committed against the girl, Columbus Police Chief Elaine Bryant said in a statement late Tuesday. She also said the department reached out to apologize to the father.
Police have not released the fathers name, and the AP does not identify victims of alleged sexual abuse or domestic violence. He didnt immediately respond to phone messages or on social media from the AP on Wednesday seeking comment.

A man who made national headlines for threatening employees of a Knoxville Little Caesars with an AK-47 rifle because his pizza was not hot-n-ready has pleaded guilty in the case.Charles Doty Jr., 64, pleaded guilty to four counts of aggravated assault on Aug. 23. A sentencing date has been scheduled for September 29.
He was arrested in November 2021 after the altercation at the Little Caesars store on Cedar Bluff Road. According to the incident report, Doty became angry when told it would take 10 minutes to make his hot-n-ready pepperoni pizza.
Kimberleigh Murrell, who was serving him, said he became mad, frustrated and demanded breadsticks. Police said it was then that Doty exited the store and returned with an AK-47.
Murrell told WATE Doty pointed the gun at her and said, Where is my pizza? I want my pizza now.
He left the store before the police arrived after another customer handed him their own pizza.
It wasnt even a 10-minute wait when he came in with the gun, said Noah Beeler, who was working at the store that day. If he would have not come in with the gun and waited another two maybe three minutes, it would have already been boxed and in his hands.
