He really isn't beyond not wanting to destroy Israel. Most of if not all the other candidates are talking about how they want give aid to Israel. Vivek seems to think they are capable of defending themselves, and we don't need to give them aid.

I don't know about the manga, but she wears a dress like that in S3 of the anime when she *minor and vague S3 spoilers* goes on an infiltration mission in another village. She has to blend in with a bunch of girls and work her way into the village leader dude's harem to be able to snoop around the place.
