When you're dealing with onrush voltage for testing boards, make sure to have a quality debouncing system, or even a solid state relay. A simple relay can be inputing 12.8V and have it shoot up to 60V if you're not careful. While it's just for, basically, picoseconds, that inrush voltage can still cause EOS if not properly handled. I've seen TVSs even fail from the inrush voltage, it's important to keep it in check.
