Justin Roiland wasn't just the voice actor, as I understand it he was also the main writer of the show.

I don't think so. If you watch the show on the Adult Swim website there's always a little discussion about the episode that just played and it seemed like most of the time the various members of the writing staff were primarily developing the plot lines with Dan Harmon's input moreso than Roiland's.
