Well it depends. Is this a one off episode? If so, then yes it indirectly sends a confusing message. If she's a reoccurring character, then there's obviously time for them to establish a real character arc and develop the character more.

I think it's society's responsibility to provide education for children about disenfranchised groups of people and explain everything in a way for them to understand and learn empathy.

The issue is there is no indication she is trans without her basically putting a sign on herself. If the show is to teach kids that trans people exist, it's doing a terrible job because the character is depicted as a cis woman.
