Same issue that plagues the idol industry, except they do arrest and charge fans after a threat is made or if the fan tries to attack or kill the idol. Also, if they're a streamer from Nijisanji, the company just sues them if things go way too far at least on the Japanese side.

They aren't that hard to climb tbh. As a teenager I'd just kick off the fence and reach the top of an 8 to 10 ft fence (what tennis courts use) with my hands and just do a climb up by pushing one leg down on the fence and up and over like a kip swing into muscle up (best way I can describe it xd)
