Because they do. When a 16 year old dates a 30+ year old, or even a 25 year old, that's not just an age gap, that's a hugely imbalanced dynamic of power.

Fairly sure AoC already covers that and that AoC is meant to mean that the person has sufficient independent power to not be under control. The only power an older person has is financial and social, which strongly suggests you want not only age restrictions but also class restrictions (i.e. You can't sleep with a rich person above your station, they are far more powerful than you can handle!).
