A small amount of that number (or nobody) would be at risk. It will be along the equator, so we know about where it will hit. And the impact will have the devastation of a nuclear bomb. It depends on just what he means by going after VATs. A VAT is a Value Added Tax that some countries use. It is similar to a Sales Tax, but instead of just the buyer paying the tax, all parties of the entire transaction pay the tax. So it isnt really anything that targets exported goods - domestic goods are subject to VATs in the same way as exports. Why this should lead to a tariff is beyond me, other than the expected stupidity of the administration.
