He made up for the slight dip in athleticism with an increase in power and a better mind for the game, so he was still amongst the best of all time in 1996. Just not at his absolute peak. He was a better player in 1989 as well. His problem was largely the supporting cast, which wasnt quite there yet. Pippen was finally an all star in 1989-90 (and he didnt make it the following year when they won the title), and if he doesnt have the migraine headache in the playoffs, the Bulls very well could have won it all that year and won 4 in a row. Best action sequences in the franchise, but clearly an overall step down from the first. Third movie hinges a lot on how open you are to a Matrix movie that largely occurs outside of the Matrix. At that point, Kuririn is 10,000+ and Tenshinhan is likely still around 2,000 - he had only just arrived on Kaios planet right around Vegeta/Zarbon round 1, and Kuririn gets his boost just before Vegeta/Zarbon round 2, so his time on the planet is minimal. Over his time with Kaio, he surely would have gotten stronger than Kuririn. He has that side to him like Goku, Vegeta and Piccolo have, where he always wants to get stronger - he has that chip on his shoulder.
