For two, things like game rentals and arcades were in vogue so making games harder to encourage buying the game or spending more money on the arcades were a thing. It's why I'm not against using save states for most of them these days. That said, I do think a lot of modern games aiming to be as accessible as possible has also brought its share of issues when it comes to game design, including less balancing and unlockables. This is not limited to English dubs of Japanese media. It's any language trying to emulate theatrical mannerisms of another language. Even people who are monolingual should be able to relate to how someone poorly imitating an accent is extremely awkward.
