There are like 4 lines in the film about the cause of the war. You can infer but I think them tying Cali and Texas together blurred it so much you don't actually know what the war is over. Basically the behind the scenes is the president took over a 3rd term and it started the war. It doesn't say almost anything else about it.
Yeah the ending was a bit loose but I imagine at that point of loss there's no one left to fight for the president.
I like that they never gave any of the politics behind the war and just had you experience what was going on

I would check your memory usage during those times. I had a massive memory leak on my computer due to corrupted network drivers so that I was pretty much at 95% memory usage all the time while gaming, which caused exactly what you are talking about. Once I fixed that (and doubled the memory on my PC since it was cheap and I never maxed it out when I built it), that fixed all the problems.Gotcha
Edit: Also, just to be clear, updating corrupted drivers doesn't fix the issue, you have to uninstall and reinstall them. Updating just adds new files on top of the corrupted ones.
