Telling people their actions are unwanted is how you get them to stop (or, well, you punch the daylights out of them if they don't take the hint/escalate legally/whatever else is the next step from 'stop'). If gamefaqs modding policy was sensible there would be a 'report for inappropriate content' option and we'd just use that en masse, but we don't have that so telling him 'you're stupid, shut up' is what we got.

This is the way LMS is. It is clearly not going to change. This is not some created online persona (it's possible he has self awareness and has dialled it up, but I have my doubts). So then you're just attacking a guy for being the way he is - when "the way he is" is someone who virtually never insults anybody on a personal level, posting on a forum where there's a way to both never see his posts and ensure he never sees yours. Yet people choose to repeatedly dogpile on him whenever he makes a topic or post.
Edit: And even then, when people ignore him, he just keeps posting anyway. What does it matter to you or anyone else if they just tell him to shut up? Everyone here is an adult, and none of this supposed bullying is even anything intense or harsh.

Because it is sustained over years. I wouldn't have an issue if it was one or two of his topics or posts, but with LMS it is every topic or post. He believes his posts have value and are relevant.At some point the burden is on the individual to realize their posts aren't wanted, even if they believe they have value. No one else does, it's not bullying to tell them so imo. But we're also past the point of "How many times do we have to teach you this lesson old man?" like telling him his posts suck at this point to his face isn't gonna do anything, so I get why you think it's bullying. I don't though, he knows what he's doing.
What is or isn't bullying is a fairly subjective line. I can't tell you what point I became comfortable with calling the responses to LMS that, but to me it has to be sustained so it would have been after months or years. What do you think would have to be happening for that to be a word you'd be comfortable using?

I don't believe this could possibly be true. He's been told millions of times that no one cares, so he's either not reading anyone else's posts or he's playing up a gimmick, both of which is troll behavior. Probably sitting there reading this topic laughing at all of us.
There was the odd sign that he listened to the posts, but it was all coming through an LMS filter. Like he'd go from referencing youtube randos to like "yeah sorry to mention another 'youtube rando' BUT this thing they said is bad because...". He's unable to move off that topic but showed at least some evidence that he was trying to make his posts fit the audience a bit more. Oh but I will say: LMS is way worse now because hes basically platforming extremists and grifters in a place where there is absolutely no desire to give those people a platform. Back in the day he was just a bit weird but harmless. I dont think the current behaviour is harmless.

I think rather than arguing about a separate user it probably makes sense to bring LMS into the conversation and see what he has to say. Otherwise it just devolves into sniping at each other because we disagree about someone who isnt even here.

Generally using mental illness is seen as moddable (we mod using Trump Derangement Syndrome as an insult for example). And to be honest with you, saying "seek help" and nothing else in response to a topic about star wars or whatever it was doesn't really scream sincerity - it's the kind of thing usually said to insult or annoy someone.Obviously it's not sincere concern but also he sincerely should seek help. Both can be true at once.
Like right at the start of FF7 Remake Cloud says to Barret "get help" knowing it would piss him off. It wasn't a severe suggestion that Barret see a therapist. It's a pretty common way of antagonising people. I get why you might think it but that post doesn't really come off in that "sincere" way.

Yeah I also realized that most of the board is divorced from the context of a lot of what I post. I did try to give that context but it's also not something most of the board is invested in to begin with.
