There's training collars that don't shock dogs. Haven't seen the video but I can't imagine a lot of millenials/zoomers using shock collars nowadays.
It 100% was shocked. The dog yelped in pain.My friend's dog also yelps when he uses a non shock training collar. It doesnt shock them but it surprises them.

I saw the video on Reddit earlier, actually really sad and disturbing. You can tell the poor dog's terrified of him and he just brushes it off when his chat freaks out about it.the comments are saying anyone who asks about it gets permabanned now too
and honestly not to make my experience what everyone else should have but whenever my dog whimpers i get shivers down my spine and he just doesn't react at allHonestly I think most people with some basic form of empathy would at the very least glance behind them if they heard their own dog whimper in what sounded like pain, make sure that the dog's all good and everything. This dude didn't even flinch, both like he knew that was coming and that it was something he's used to hearing, the latter having implications which terrify me.

They're still legal in the U.S. I am not going to jump to conclusions, because they can be used responsibly. I follow a trainer on YT who uses aversive training tools - Larry Krohn.

Dunno who that is, but my uncle had a border collie once that he had one of those electric fences with the collar cause he would run off and whatnot right?
Dog was so smart he would walk until he got shocked, step back a few paces, then bolt like hell through the radius of the shocking - yelping the entire way - til he was free to roam the neighborhood as he pleased.
