Functionally it's also horrifically broken. Like the puzzle does not work at all the way it's supposed to in the original game. Yellow fixed it slightly but it's still broken.

Do you know how was it supposed to function?Well we can look at FRLG, etc. to see it working the way it's intended. It's supposed to work that the first switch is in a random trashcan, and the second switch is an adjacent trashcan to the first one.
