I don't think it should be banned at the same time , I can see why people would not want to see that in their shops.

Are these shops and stuff complaining right on the beach? I can understand the Mayor not wanting to ban them, but just like in the US I would imagine it is a shop owners prerogative to refuse entry/service.

A lot of beach town shops have a No Shirt, No Shoes, No Service policy. They can add on to that if they want to.

That would put them in odd spot were they are not Bikini bottom cops . And have it be inspecting all bikini bottoms to make sure they are not a violation. Unlike Link's body.
