"I detect an undercurrent of self-doubt among some Americans about what your role in the world should be," the 66-year-old leader said in a speech to a joint session of Congress, which he delivered in English.

"This self-doubt is arising at a time when our world is at history's turning point. The post-Cold War era is already behind us, and we are now at an inflection point that will define the next stage of human history," he said.

The international order that the U.S. worked for generations to build is facing new challenges from those with values and principles very different from the U.S. and Japan, he said, pointing to China, Russia and North Korea.

"I want to address those Americans who feel the loneliness and exhaustion of being the country that has upheld the international order almost single-handedly. I understand it is a heavy burden to carry such hopes on your shoulders," he said.

"The U.S. should not be expected to do it all, unaided and on your own," he said.

"As the United States' closest friend, tomodachi, the people of Japan are with you, side by side, to assure the survival of liberty," the prime minister added.

"On the spaceship called 'Freedom and Democracy,' Japan is proud to be your shipmate. We are on deck, we are on task. And we are ready to do what is necessary," he said to big applause.

"You are not alone. We are with you."

It's a lot of pretty words, but what's the actions Japan can even take in this instance? As far as military defense, their constitution literally prohibits them from even having a military or using war as a means to solve international disputes, and while they do have the Japanese Self-Defense Force it's not exactly controversy-free. And considering it was Shinzo Abe who wanted to amend Article 9 to legitimize JSDF's existence, that's not exactly an endorsement you want to have.

Economically Japan is currently ranked 4th, having fallen just behind Germany last year, and to say that Germany is an exceedingly distant 3rd is an understatement. China's economy is nearly 4 times that of Japan's, and the US' is nearly 8 times larger. And while Europe is at least somewhat backed by being somewhat unified under the EU, Japan doesn't have nearly that kind of political leverage.

Like, I love the sentiment. It's fantastic to try and reassure the US that we don't have to follow the foreign policy we had in the 70's and 80's where we were one of two dominant superpowers, and someone had to take on the role defending against the USSR's aggressive expansion of their 'dictatorship under the cloak of communism.' But man, just from a sheer military and economic standpoint, it's hard to justify feeling like anyone else could even contribute meaningfully.
"Since childhood, I have felt a connection to the United States, perhaps because I spent my first three years of elementary school at PS 20 and PS 13 in Queens, New York," he said.
"We arrived in the fall of 1963, and for several years my family lived like Americans. My father would take the subway to Manhattan where he worked as a trade official. We rooted for the Mets and the Yankees, and ate hot dogs at Coney Island," he said.
"After 60 years, I have a message for the good people of Queens. Thank you for making my family and me feel so welcome. I have never forgotten it," he said.

Empirically true. Our whole foreign policy has been based off keeping most of the world weak militarily and monopolizing power. It is a symbiotic relationship: the countries protected can focus more on domestic issues and America can pump its military (the biggest employer in the US and the biggest part of our discretionary budget). Plus America can't stand being told what to do on just about anything, so under this system they can boss everyone around without fear of being bossed around themselves. It is pretty much new world order, but America is the order. Things like the expansion of China and the war in Ukraine have put stress on the system a bit, but it still is very much in play and I can't see it going away any time soon

He's LDP, and like most members of LDP he's in the ultra-nationalist Nippon Kaigi. So yeah, this speech is almost certainly him trying to drum up support to get Japan's warfighting sanctions lifted. Convert the SDF into a full standing military, pretend you're doing it for world peace, but really all they want is to start shooting at China and Korea again.
