Indoor kitty though, so is learning that he can't go down the stairs like he wants

That cat could fit through any railing, slide under the bottom, or jump right over without problem. I don't know that "you can't use the steps" is gonna stop him.

I'm not dumb. But I'm out there with him, and he doesn't bolt. He'll just wander away.

He seems to be learning to just chill and I'll leave him be.

Indoor cats who are allowed some outside time dont bolt like wild animals.
He's all alone through the day and night.

That's why I am mainly guarding the steps. He could make the jump no problem, but I don't know if he knows he can.
