Technically the dude that nuked Phils camp had been planning on doing it for an entire two years now, as it was on his bucket list of things to do in Fallout 76 long before the current debacle even happened. He even stated that it wasnt personal and was purely coincidental that he was able to do so right after the outrage over Tango Gameworks getting shuttered.
