"Candidate atop the Republican ballot" just means he drew a low number and got lucky, so his name appears first in the list of people running when you fill out your ballot. He is some no name crazy person who submitted paperwork to run and has no chance at winning the nomination.

The guy filed a defamation lawsuit against the ADL for claiming he was a member of the KKK, and he listed in his court documents that he was just "an honorary member of the Knight's Party Ku Klux Klan and the League of the South," and not a full member, clearly this guy is a moron
