Instruction manuals wouldn't qualify if they're strictly utilitarian, like most appliance manuals, but most game manuals are expressions of creativity in their own right and would therefore qualify.

Generally speaking, if you're asking "is this art?", instead ask why it wouldn't be art. If you don't have an answer beyond dismissing it for being the wrong medium (which is generally just pretentious nonsense), it's probably art.

The mistake people make is assuming that if something CAN be art, that it MUST be art.

Video games can be art - but not all video games are.

Movies and TV shows can be art - but not all are.

Commercials can be art - but not all are.

There are differences between "art", "entertainment", and "content". But what makes it worse is that it tends to be subjective as to which particular work belongs in which category.

The bigger mistake people make is believing that something doesn't qualify as art if it isn't good art. If it's an act of creative expression, it's art. Any further attempt to narrow down the definition is just pretentious gatekeeping.

Within that, there are then many instances of art that aren't artistically interesting, or have very little creativity involved, or mostly exist to chase trends and fill people's lives with content. Those are still art, they just aren't very good art. That's where the subjectivity comes in.

Advertisements are a medium hostile to art because every single aspect of an advertisement is tested to hell and back.

What is art is of course subjective.

But what people usually mean when the discussion of if something is "art" comes up, is they want work that is not respected, or not respected by enough people, to be respected by more people.

Like, I consider anime drawings art.

And there are people who consider swiggly drawings of random shapes and splatters being sold for $25000 at art exhibits, said to have emotional meaning behind them, art.
