Ruling got it right. If you disagree, then you're effectively saying chicken can not be sold to consumers at all.
Or at least not on a scale that comes anywhere close to meeting demand at a price the average consumer can afford. To effectively guarantee complete deboning would require significantly more time per chicken, tanking production rates and driving up costs.
