Yes, for example if you read the dog liability act where I live, it mentions pit bull and "pit bull-like dogs" or something to that affect. It's to get around trailer trash claiming their pit bull isn't "pure bred" because it's only 98% pit bull and so get off the hook for violently attacking someone.
No, thats not why. It is so they don't have to care about what kind of dog it is. Could be a boxer, some kind of mastiff, whatever. As long as it looks somewhat similar, the law would apply
