The thing is places like Florida became Havens for folks who came from places like New York specifically because of the coronavirus lockdowns and hispanics in Florida are still high on red scare fumes. The amount of assuaging and hard work it takes to get Florida can't be understated. I don't think there's even a slim chance.
I wouldn't be surprised if this statement from the campaign manager was just to save face to avoid saying "Yeah no we gave up on Florida, there is no hope in Florida."
