The problem is of the options to subdue someone who is a threat to themselves or others, pepper spray is certainly safer than a taser or physical restraint in terms of reducing the chance of injury. A teaser could be lethal and having adult cops manhandle a 9 year old could very easily result in broken bones or other serious injuries.
But this is a case where I think it's absolutely clear a mental health worker would have been better suited to the situation than a cop.

I agree that it's better than if they had tased her, but it definitely could have been handled better. But after reading why they pepper sprayed her, the cop is even more of an ass for saying "you did it to yourself" after. Like, the little girl was threatening to kill herself and that is what you say to her while she's in tears?
Much agreed. It's clear the police here were not trained in how to help someone going through a suicidal episode, and likely just made things much worse for this girl in the long run.
