Well if they're dumb enough to think some random guy that looks different than them should be shot with an arrow then would it matter?
They might think they're defending their land from attack. They had no idea who that guy was.
Also, the rest of civilization was once primitive like that. By your logic, we shouldn't have been given a chance to get to where we are now.
