The thing is... We've seen the hex change tons of times. It changes size, and color on Wanda's whim. It changes internally every day. We see Wanda changing things on the fly. As far as the mind control goes, Wanda, Agatha, and Vision all 3 have the ability to break the people free of that... So, what exactly is the harm in leaving the hex up, but releasing the mind control on everyone? She could have easily just freed the people while also keeping her family. Agatha had literally just released a courtyard of people and left them free, and it wasn't even her spell to alter. Vision had released Darcy and she stayed free. That's all the residents were asking for at the end.
Maybe Wanda could have freed them from her mind control, but they would have still been stuck in Westview. And nothing Wanda did to the Hex really changed its basic existence; she altered the way it looked, how people behaved, but the Hex itself as an altered area of reality was still just that.
