you can travel between these. i think you can travel to different geographical ones as well but i forget.
You cannot traverse geographically different regions via in-game systems. However, you can pay for a character transfer. It should be noted that if staying in the same data center, paying for a character transfer is mostly pointless - there are actually relatively few limitations now.
