I'm an absolute hip hop fanatic. I'd say more than probably a lot of CE. Objectively Kendrick Lamar's body of work is extremely impressive. Whether or not it works for each listener is a different story.
I'd put him in top 20 rappers of all time without question. Personally, I think he ranks around 10th on a list of mine.
For reference, some other rappers in my top 10/20 would be Chuck D, Kanye West, MC Guru, Del the Funky Homosapien, and Nas.
