I found the story entirely believable. I can understand the council not wanting him to dig up a working landfill, but when they closed the site I thought that they might let him dig it up. At least as long as he provided a reasonable plan to contain the refuse and return to site to original condition, along with posting a hefty surety bond toward the cleanup. He was such an asshole throughout though, I presume that the council might have turned down even a reasonable offer because they were just tired to dealing with him.

He was a real jerk too? Iirc his gf threw it away.

there has to be someone who can hack or crack the PW for him without losing it.

i cant imagine there is an encryption for a HDD that is or was so advanced it couldnt be hacked today.

not having some failsafe in place to prevent it from being gone forever just for himself seems like a major oversight.

In this specific context you were right; a team of hackers cracked the encryption type that the dude's flash drive is using.

The problem now seems to be that he already hired two other teams to crack the flash drive, and doesn't seem to trust the random hacker team that actually solved the problem.

Basically the problem is that before they even considering letting him buy the landfill they want him to pay six figures in court fees, which he feels is a ridiculous amount to pay without even being guaranteed a purchasing opportunity.
