This seems like a states rights issue. California did not vote for Trump and voted for Newsom. He has no right to do this, and is acting like a child.

The Trump proofing would need to collect California 's federal taxes and send it over annually. That would be enough to mess with Trump, I think.

I kinda like this idea and I feel like states should have a somewhat frosty relationship with the federal government by default anyway. There needs to be checks at literally every level.
