It's when you're talking to some dumbass who asks a question/says something, gets a response, and doesn't respond for five minutes, only to put you on hold for a long ass time. Then keeps doing it. And doing it. And the hold times get longer and longer. And the person acts increasingly stupid about it. All to just keep fucking say the same thing.
