and I don't mean this in the sense of "how can they do something that's such a bad idea", I mean actually how does it work? can't the company just provide a break for any other random reason?

The wording does seem a little funny but as far as I can tell it's just making it so they aren't required by law to provide a break simply from water. I'd assume water breaks are much shorter but more frequent than a typical break.

OSHA might not have a hard requirement, but they do have guidelines of a water break every 20 minutes in hot weather.
