I mean if it's still a city of 100k even after a zombie apocalypse, I'd say the zombies are not a threat anyway and nuking seems excessive.

Hypothetically if all 100k are going to die to the zombies anyway then the manner of their death doesn't really matter.

But the way the question is posed suggests that not nuking the city means some will survive if we don't which means we have an obligation to save them.
