I hate the weak men and hard times meme. It's a very old trope dating back to the Ancient Greeks, Herodotos in histories puts this in the mouth of Cyrus the Great:

It's actually left intentionally ambiguous as to whether it's a police officer pointing a finger or a Nazi doing the salute, but the only reason it would ever be ambiguous is for plausible deniability. You can't illustrate a silhouette of of a "strong man" and not realize that it looks exactly like a Nazi saluting.
