Not a lot of people watch live TV these days. And if you're multitasking with something else (ie gaming and watching a stream), you can just use your phone or a second monitor.

A lot of it also comes down to 1080 and higher content. To get PIP working and not lose quality you would need multiple HDMI cables from the source, not too many people are willing to give up a second input for the feature.
