I think their distribution rights being with Paramount is the biggest factor anyway.

Yeah the apes are fully CGI based around motion captured actors like Andy Serkis. I would think it would be similar to how they do the Hulk but I have no idea.

I think maybe the advantage the Apes movies have is the setting. But a proper Hulk movie should have a normal setting too. I think one of the reasons Marvel budgets shoot up so much lately is because the far majority of it is CGI filmed in green screen lots and they design these exotic locations.

I'm trying to think the last time they did a uperhero movie in a mostly grounded setting. I suppose the Spider-man movies and yeah Far From Home had a $150 million budget and No Way Home had $200 million (and that had stuff like COVID inflating the budget).
