Kardashev believed a Type IV civilization was too advanced and didnt go beyond Type III on his scale. He thought that, surely, this would be the extent of any species ability. Many think so, but a few believe there is a further level that could be achieved. (I mean, surely there is a limit?) Type IV civilizations would almost be able to harness the energy content of the entire universe and with that, they could traverse the accelerating expansion of space (furthermore, advance races of these species may live inside supermassive black holes). To previous methods of generating energy, these kinds of feats are considered impossible. A Type IV civilization would need to tap into energy sources unknown to us using strange, or currently unknown, laws of physics.
Type V. Yes, Type V might just be the next possible advancement to such a civilization. Here beings would be like gods, having the knowledge to manipulate the universe as they please. Now, as I said, humans are a very, very long way from ever reaching anything like this. But its not to say that it cannot be achieved as long as we take care of Earth and each other. To do so, the first step is to preserve our tiny home, extinguish war, and continue to support scientific advances and discoveries.

I saw a theory once that a type 5 civilization would maybe be God. They all merge into one consciousness. And then take on a god role for the civilizations below them

Type IV is definitely the Universe. After that its sort of open to interpretation. Type V could be multiple universes, or control over time.

It kind of makes sense to get to the point where you are pretty much a god. Once you snowball with technology and control everything there is, down to the quantum and as far as the the entire universe, you are basically god.

What if god of our universe is actually this civilization? O.o We wouldn't know.

Goa'uld aren't even Type 3. Possibly Type 2, but it's tough because they're spread across various factions, and I'm not sure if it was ever clear if any of them could harness a star. Ori would possibly be at most III, but probably not. I do agree about Q being V though, or at least equivalent.

Once you get beyond galactic, it can break down in a few different paths.

For instance, the Blokkats from the Stellaris Gigastructural mod I would say are at least type 4 even in the state they are in the game (they go around harvesting galaxies and are a post-endgame-crisis). While they don't own the entire universe, their existence goes beyond the normal dimensions.

By the classical scale, they are still a rank 3 trying to become rank 4.

Some settings can also get weird, to where the region they actually control is not a good representation of actual power. This is usually because there are supernatural abilities in play as well. Like, Tenchi Muyo's setting or TTGL for instance. In the former, no one civilization controls even an entire galaxy, and even the Galaxy Police are more of an armed delivery company that protects its trade lanes with warships, but there is also Jurai stuff that regularly says "no, your physics don't matter. I will reach into a black hole and pull something back out of it and you can just stand there and gawk." Not to mention the whole plan by certain goddesses to create a new, more powerful god.

TTGL, things just spiral out of control at extreme. Whatever things were like before the anti-spiral made their decision was at least a tier 3. Most of the story of the anime is fought at near tier 1 though, even though the anti-spiral is effectively a tier 3 in self-imposed stasis. And while the big final fight where galaxies are getting thrown around takes place in a separate dimension (probably at least in part to do away with the annoyingly slow speed of light in normal space), those galaxies are still the size, if not bigger, than the normal dimension's galaxies. The movie version of the fight with its even more insane stuff suggests the fight may cap out at lower tier 4 levels of energy.

So yeah, the tier system is a bit weird after a certain point, and a T4 from one setting could potentially very well be curbstomped by a T2 from a different setting when it comes to fictional stuff.
